In the 1990s Capcom released Resident Evil… and then Resident Evil again, but this time with dinosaurs. But while Resident Evil focused on suspense, Dino Crisis thrived with pure panic. With both series eventually evolving to sideline horror for non-stop action, it's no surprise they're still compared to this day. When government agencies bring the long thought dead back to life, these two and their teams were drafted onto the scene, despite facing casualties, they managed to scrap by with their lives and dedicate themselves to stopping this from happening again. Does Jill hold the key to victory, or is Regina ensuring her extinction? Find out in this survival horror DEATH BATTLE..
Before we start…
Unlike Moira before, Jill Valentine has a whole lot to go through and a good bit of side media. She’s the series mascot after all and Jill typically exists in most alt universes for the franchise, so we will be compositing her with the main canon of the games and select side media. For example we’ll consider the Resident Evil comics and novels, but not the Paul W.S. Anderson film series. And of course stuff like the new REmake timeline, guide books, the Death Island manga, etc are being considered.
With Regina, similar leniency is being applied. While Dino Crisis isn’t as extensive of a franchise as Resident Evil, there’s still a good bit to go through. We’ll be looking into whatever we can find though. We’ve looked into the archived official websites, the manhua, the various mobile games, etc. Seeing that we’re including the manhua might seem odd, but it’s not as crazy as other manhua Capcom adaptations. We’ll also be discussing Dino Crisis 3’s inclusion in more detail later.

Background
Jill Valentine
Born into the Valentine family, from a French father and Japanese mother, very little is known of Jill’s childhood and how she grew up. All we do know is that Jill Valentine was someone who strived to protect. Naturally with that motive, she’d find herself slotted nicely into the U.S. Military - serving as a member of a counter terrorist group dubbed ‘Delta Force’. In her six months of training to be recruited, she showed exceptional skill in bomb disposals and lock picking. She was quick, precise, nimble, and more importantly Jill held absurd resilience and courage within any tight spots she was stuck in. This alone made her stand out amongst her peers. And grew the attention of another branch…
Later in 1996, she was specifically recruited under an elite unit from the Raccoon Police Department by the leader of this group, Captain Albert Wesker. This task force delved in rescues and protections around Raccoon City, titled S.T.A.R.S. - already under the ranks of Captain Wesker was their Pointman Chris Redfield, Pilot Brad Vickers, Weapons Specialist Barry Burton and Technician Joseph Frost. Here she founded the very bond with this Alpha Team that would prove to be her life from that day onwards. Forming a close relationship to Chris and the rest of her team. Jill Valentine was where she belonged.
July 24th 1998, The Arklay Mountains haunted the nearby Raccoon City with the strange deaths of its residents with the casualties mysteriously rising. S.T.A.R.S were sent out to investigate the mountains and as there was no point of contact with Bravo Team, Alpha Team found themselves next to visit the desolate peaks. The dark forest surrounding them didn’t stop the Alpha Team from discovering the crashed helicopter of Bravo Team and the mutilated corpse of their own pilot. Before they could even register this - Joseph Frost was mauled by a pack of blood thirsty dogs. Causing the Alpha Team remains to haul away from this disaster through the forest and to seek refuge inside the only shelter they could find. The Spencer Mansion.
Inside was nothing, and as the team split off to find any form of safe escape, contact, or lost team. Jill stumbled across one hallway. Finding face to face with a humanoid figure devouring the corpse of another. As its rotted neck twisted and the night sky flashed its light onto its face. She would uncover the truth behind The Spencer Mansion. It was the residence of something grim, something that violated the laws of nature and pushed it to power. It was evil. Jill Valentine would spend this grim night fighting her way through doors and puzzle, creature and monster after another until she was able to reunite with her team. Except there was something strange about why they ended up in this very mansion. Underneath the cover of S.T.A.R.S., and in the laboratory of the mansion, Albert Wesker unveiled his ties to Umbrella. Unleashing the Tyrant to do his bidding. Only for it to impale Wesker on the spot, ending the traitorous captain's life. And so Jill, alongside Chris, Barry, and Beta Team member Rebecca Chambers escaped the horrors of the Spencer Mansion after killing the Tyrant. They flew off to the next day as the mansion exploded to leave no traces behind. That was the end of the horrors…September 28th 1998, Jill was taking cover in Raccoon City before her plan to meet up with Chris Redfield in Europe to investigate what was under Umbrella’s grasp - her intended leave was abrupt by the sudden wave of the undead being unleashed onto the population of Raccoon City. An outbreak that many suffered where bio-organic monsters of utter chaos and destruction were let loose. Jill would fight her through hordes of the sudden undead, only to find that something was after her. A lethal pursuer that was programmed to eliminate any remains of S.T.A.R.S. from uncovering Umbrella's true face. This weapon was called Nemesis, a Tyrant that harboured not only the T-Virus that was flourishing the city but also the NE-α parasite. The city itself would be sought to make sure nothing left out alive. Jill was sure of it, that Umbrella once again was behind all this. Despite all odds of survivability and fate, her resilience shined as bright as the sun of the new dawn once Jill had put to rest Nemesis, and soon the remains of Umbrella.
Years later. That wasn’t where she stopped. She would be aided by Chris Redfield once more, and would be there to witness the fall of Umbrella itself. Taking down its last traces by hand, and shortly founding the Bioterrorism Security Assessment Alliance (B.S.A.A.). Eventually winding herself and Chris face to face with an old enemy, one that was simply a boogeyman in the back of their heads that kept appearing despite his ‘death’. Wesker stood at the Spencer Estate, and would be putting Chris and Jill to work like dogs with how much he had advanced in secret. Blitzing them through until Jill reached her breaking point. In a moment of noble sacrifice, she’d tackle Wesker through the windows looking outwards to the cliff of the estate and both plummeted into the abyss below. Jill Valentine, in her resilience and stubbornness, had died.Until it was revealed that after her severe injuries, she was kept alive by Wesker. As he dreamed of global saturation his goals could not be reached without the extra hand to torment those who opposed him. In 2009, on his Africa investigation, Chris alongside Sheeva uncovered the truth of Jill Valentine’s fate. She was unveiled to be mind controlled by Wesker. Chris however knew there was still the real Valentine within, and by sheer courage and willpower would rip the device controlling her. Freeing Jill once and for all, and soon permanently eliminating Wesker and his chances of spreading Uroboros on a global scale.
Jill Valentine soon recovered from this traumatic control, suffering from the past, yet she continued to push forward. Regardless of her condition, no matter where it was. If there was a fight to protect the human race from the risk of bioterrorist weapons, she would be there. Jill was not only just a soldier of justice. She was a hero.
Regina
“This isn't a joke you idiot! We were just attacked by a big ass lizard!”
In 2009, task force team SORT was assigned to infiltrate a research facility on Ibis Island. Their mission was simple: find and locate Doctor Edward Kirk and find out what happened to the researchers inhabiting the island. Via helicopter the team dropped down into their new mission but were separated. Rick, Gail and a woman under the alias: Regina began their search of the facility, but unknowingly to them, they weren’t just going to encounter some timid scientists on this mission.
After soon finding signs of a bloody struggle, the team went on high alert, finding evidence that whatever killed these people, wasn't exactly a human threat but something more animalistic. Soon after this, Regina got a good idea of what happened to these scientists, as the culprit came lunging out at her looking for it’s next meal. A dinosaur from the prehistoric ages had somehow found its way into their time and Regina had barely managed to get away from the thing. Her team didn’t believe her at first, but they would also soon learn the truth.
As they tracked down Doctor Kirk, they learned he had been experimenting on creating a new form of clean, limitless power source. Dubbing it “3rd Energy”, it was somewhat of an actual success but it also had some unintended side effects. Like bringing long dead reptiles into the present. Which wrecked havoc among the research facility and left few survivors. After an escape attempt had been foiled by the sudden appearance of a Tyrannosaurus that smashed their rescue chopper, the team had to figure out a new route of escape.
Dr. Kirk had managed to escape from them however, and they couldn't end the mission empty handed. Gail had revealed that he snuck a tracking device onto Kirk, giving them a chance to recapture him. Which she soon did, knocking his ass out as he was attempting an escape on one of the site’s functioning helicopters. Using this as their opportunity to get the hell outta there, Regina and the gang soon geared up for a grand escape. Only for it to be interrupted once again by a persistent Tyrannosaurus. After evading the creature and flying off, the team dropped an explosive warhead on the creature, killing it once and for all. With another mission a success, Regina reported that she was ready for her next assignment…
The following year, Regina grouped up with TRAT, another agency being sent out to investigate an incident where the government had royally screwed up with their own experiments with 3rd Energy in the past. With her new partner: Dylan Morton, Regina was assigned to oversee the operation with her prior experience in these situations. After time traveling to their destination, locating and setting up base camp, the mission was already going to hell as dozens of raptors had sprung an attack on their platoon. Which was then broken up by the arrival of a tyrannosaurus. After fleeing the scene with their lives intact, they found they were the only survivors.
Regina then came to find Morton had been trapped and was in need of aid. On her way to do so, Regina was ambushed by a group of time travelers, managing to capture one of them. As Dylan and Regina took this opportunity to interrogate the young woman and search around the facility, they had found the woman's friends had destroyed any useful time travel technology and had rescued their ally under their noses while they weren’t paying attention. They would soon find out that this girl was actually Dylan’s daughter and after making their way to the 3rd Energy facility, they would find it deserted days earlier.
They would go on to make their way through this dangerous landscape, and with their new guide: Falk, they ended up finally finding Edward City… the population of which had been eviscerated by a raptor attack just before they made it there. However they found that Col. Maison’s surviving men had taken what 3rd Energy data they had and were intent on weaponizing it in a nearby missile silo. After arriving there, they were cut off by a pursuing tyrannosaurus once again… only for it to fall victim to another, bigger apex predator. The Giganatosaurus. Regina after a struggle with the creature had escaped as the missile inside had exploded. She would then find Dylan with his daughter, whose name was revealed to be Paula.
Their reunion was cut short however. After activating a time gate to escape, the Giganatosaurus had survived, returning to seemingly seek revenge on Regina. Knowing it would only follow if they left and with the facility starting to fall apart around them, they worked together to take down this threat. Ultimately vaporising its ass in the nick of time. However in their attempted escape, Paula had become trapped underneath a piece of machinery. Unwilling to leave his daughter, Dylan ordered Regina to take the data and use 3rd Energy to return to save them. Regina would succeed in this task in the end and would eventually retire, living out the rest of her days chilling on sunny beaches and living a finally peaceful life.
Experience
Jill Valentine

Jill is a highly experienced and skilled member of the S.T.A.R.S. Alpha Team, along with getting training in the U.S. Army Delta Force. She was the daughter of an unparalleled thief, having been trained by him and becoming the master of unlocking, which means that just about any lock is easy for her to take apart, with her tinkering with complex parts even allowing for her to be able to tamper with technology. Jill has other skillsets, as she has strong knowledge in medical practice, has gone undercover in the comics and can make a triggering system for bombs as well. The comics also confirm that she’s a demolitions expert on top of this. Jill is considered incredibly intelligent and unnaturally calm in dangerous situations, Stars members are trained to watch their own backs and go through extensive video simulations and weekend missions to even get their foot in the door. The group has also extended their skill set to include things like hostage negotiation, code breaking and riot control, according to the novels. Jill is stated to be an extremely capable soldier. She’s proficient with various mechanical devices, and has an affinity with electronic equipment. She also has a rudimentary knowledge of chemistry. Finally, her technical skills are balanced out by her musical talent.
Jill has been in the game for around 17 years as of her latest appearance. But the real meat of her skillset, of course, lies within her combat training. When it comes to her skill with a fire arm, saying she’s no slouch would be an understatement. While guns weren't Jill's strong suit as of RE1… she can still shoot infected birds mid flight, dodge while reloading, or even intercept Wesker while moving with her marksmanship, obviously having honed her skills in time. Additionally, Jill is very observant of her surroundings, being able to use pieces of the environment in order to gain an advantage, like using a snagged cord to electrocute Nemesis. She also is no stranger to hand to hand combat, as she has broken herself out of a chokehold, snapped necks with her thighs, and has disarmed S.T.A.R.S. members like Barry. She briefly matched Leon S. Kennedy in close quarters combat and in Operation Raccoon City, she went toe to toe with Ada Wong, Hunk and Nikolai, some of the most skilled characters in the series.
All this without mentioning all the times Jill has been pitted against various B.O.W.’s over the years. She’s probably taken down dozens of these things. With some of the most noteworthy being TALOS, multiple Tyrants and Nemesis, she’s taken on a few mutated humans as well, like the fucked up fusion of Dylan Blake and the Megalodon, as well as the fact that she did somewhat aid in the final defeat of Albert Wesker. Jill is also a founding member of the B.S.A.A., a paramilitary specially designed to fight back against Bio-Terrorism.
Regina

Regina is a valued member of S.O.R.T. and is an elite task force operative, being talented with various firearms and at using her environment to her advantage. She is stated to be an expert in stealth missions and isn't afraid to think outside of the box in physical brawls if her extensive martial arts training isn't enough. Reggy is a weapons specialist and is stated to be excellent at handling all firearms in the PlayStation game manual. S.O.R.T. is an organization founded by former members of T.R.A.T. which is part of the US Army. Meaning Regina is likely highly trained in various fields like unconventional warfare, counter terrorism, medical, special reconnaissance and advanced infiltration to list off a few things. In Dino Crisis 2, Regina temporarily joins T.R.A.T. as an advisor and liaison. Thanks to her experience and training she's also a natural with technology, and with the right equipment, Regina has managed to hack into data banks and circuit panels.
Regina keeps her cool no matter what the situation is and is very serious about combat. She even modifies her own weapons in her spare time just to stay prepared for any scenario. One of Regina's most notable traits is her ingenuity. She has repaired power systems and in her spare time modifies her own weapons. She's dabbled in chemistry, and can mix different chemicals together to create desired stronger ones. Usually tranquilizers or medicine. She’s also tampered around with poisonous gasses to nullify their effects. Reggy is pretty consistently portrayed as very intelligent when it comes to tampering with technology, even her various crossovers make note of this talent. She's even been able to figure out how to use time travel technology and has gone back into the past to save her comrade, Dylan Morton.
Of course, Regina’s constant run-ins with dinosaurs has made her adept at fighting them and she has become somewhat of an expert in their behaviors, she's studied and written various “Dino Files” on every one she's come across. Making detailed notes of their habits and attack patterns. She excels at infiltration and is so skilled at stealthing around these things, that not even their heightened sense of smell can detect her, even though they can detect blood from 2 miles away.

Cops use guns, go figure huh? Jill’s got a pretty extensive history over the series and has used quite a few guns. So we're gonna drop a nice little cohesive list for ya here. We’ll also take the chance to list off some STARS or BSAA issued firearms, as Jill should theoretically have access to similar models as well, at least at some point. Since she's a founding member of the BSAA and was a key member of STARS after all. Keep in mind, in RE3, Jill can acquire the Infinite Bullets Case. Which grants her weapons infinite ammo.

Specialized Firearms

- M202 Flash Missile Launcher - An iconic missile launcher used by Chris and Jill in the original RE and its remake, using it to one shot the Tyrant. Jill also whips out a version that fires around a dozen more shots in MVC2.
- Hybrid/ARWEN 37 - Used by Jill in the original RE and its remake. It has three unique ammo types: grenade, incendiary, and acid. Giving Jill a few handy options against mutated monsters. She also uses this puppy in MVC2.
- RPG 7 - Usable by Jill in Revelations 1, she can acquire one with infinite ammunition.
- Hk-p Grenade Launcher - A small grenade launcher “developed for police use”, it’s a bit of an upgrade from the arwen from RE1, as it uses similar ammo types but with the addition of liquid nitrogen rounds.
- Miniguns - She’s actually got a couple of these. She used a M134 in Revelations but there is also an unlockable version in OG RE3, which has infinite ammo.
- M32A1 - A new powerful grenade launcher from RE3make. STARS Chris in Mercenaries uses a Milkor MGL MK 1L, a similar weapon.
- Mine Thrower - An explosive weapon that shots spike-like projectiles into any surface, exploding after a short time. When combined with the infinite ammo case, these projectiles can hone in on targets.
- Flamethrower - In the DS game, Jill can acquire Chris’ flamethower in certain game modes.
- FIM-92A Stinger - A present from Kirk, it’s an infrared homing missile launcher that was used by Chris and Jill to finish off Malacoda
- Infinite Rocket Launcher - RE1make grants Jill a weird futuristic looking rocket launcher that can one-shot most enemies in the game.
- Saab Bofors Dynamics AT4 - Infinite ammo rocket launcher from RE3make. It’s without a doubt the most powerful weapon there, even one shotting Nemesis without a direct hit needed.
- RAI-DEN - Yet again another infinite ammo weapon, it’s an umbrella developed electricity blaster, however Jill must target the weak point of a target. Or else it wont do jack.
- Infinite MUP Handgun & Samurai Edge - Respectively acquired in RE1make and RE3make, they’re a couple of powerful hand guns unlocked on new playthroughs.
- Infinite CQBR Assault Rifle - Another unlockable weapon from RE3make (Or you can just cough up some cash)
Melee Weapons
In RE3, Jill is equipped with this big ass dagger. It comes in handy when you’re in a pinch and low on ammo, allowing Jill to stab out zombies ankles to immobilize them. In the DS port of RE1 there’s also a fun little game mode where Chris/Jill can kill zombies and other enemies with combat knives in a first person view. Jill's not really a stranger to using a shank but the most powerful of all is the… Hot Dogger! According to its in-game description, Umbrella made this thing for those who like to show off. But in practice this thing can catch enemies on fire with a single slash and can rock Nemesis’ shit pretty good.
Explosives

Jill's a demolitions expert after all, so blowing shit up comes naturally to her. In the OG RE3, Jill can utilize gas barrels spread throughout Raccoon City to her advantage. But in the remake, Jill can gather up M26 fragmentation grenades and M84 Stun Grenades, giving her a bit more to work with. In OG RE3 there's also these wall bombs that Jill can use in certain areas of the city and for a tid bit of extra info, in Dead by Daylight, Jill is capable of crafting flash bang grenades on hand with just mere scraps.
In Operation Raccoon City, Jill can use a few unique explosive types. Such as laser trip mines for any unsuspecting enemies, sticky bombs, impact flash grenades, the pheromone grenade and incendiary grenades for a fiery result. Revelations gives Jill a few more options as well. Such as canister grenades, but there's some pretty unique ones like the shock grenade, which explodes with a high voltage shock to stun enemies and the pulse grenade, a non-lethal stun bomb used to combo with melee attacks. There’s also the B.O.W. decoy, a timed device that attracts enemies with a specific high frequency noise.
Healing Items

Of course, Jill can gather up various herbs. Green Herbs can recover one's physical strength, Blue Herbs have the ability to nullify toxins and Red Herbs have no effect on their own. But when mixed with others, their effects are tripled. In Resident Evil: Resistance, Jill can also get Yellow Herbs, which also aid in regaining health. There’s also the health sprays, which can be found in bundles of 3 in the original Resident Evil 3
Genesis Scanner

In Resident Evil: Revelations, Jill gains access to a high-level handheld bioscanner that comes courtesy of the Global Pharmaceutical Consortium. By bouncing special synchrotron radiation off a target, the device can detect and analyze everything visible on the target down to even the smallest amounts of viruses. It can detect specific objects like ammo and medicinal herbs, can see through walls, and that data is useful in producing simple vaccines. If Jill can get her analyze rate up to 100% by consistently analyzing unique targets, then she can earn a free health recovery item. Analyzing enemies of the same kind causes that rate to go down.
Misc. Items

Jill ain't just packing guns n’ bombs. Since she’s the master of unlocking, Jill always carries a lock pick set on her and she considers her iconic beret to be her lucky hat. Of course, she was a cop for years and has used things like a stun gun and in RE3 she has the reload tool. A nifty little trinket that Jill can use to make ammo on the spot and even cooler, enhanced ammo that’s stronger than the regular stuff, including the various ammo types for the grenade launcher. Jill tends to tinker around with weapons a lot actually, since Rev1 has customizations kits for her to gather up to upgrade weapons.
She’s worn a few scuba suits, but it’s sort of surprising to us that Jill has never actually worn armor before. In concept art, Jill has worn a bullet proof vest and night vision goggles, stuff that shouldn’t be too crazy to give her given her history in law enforcement and spec ops mission. Rebecca’s vest protected her from a shot from Wesker’s beretta.
Jill’s Golden Retriever

Jill’s beloved good boy. He was conceived as a retcon to the photo of Jill’s boyfriend from the original game. In the remake of 3 her apartment also confirms that she likes cats too.
Vehicles

RE has a weird amount of helicopter escape endings. S.T.A.R.S. has access to choppers and that’s how Jill and the gang escape the first game but later in the series, the B.S.A.A. have ‘em too. With Jill even showing up in one to save Chris and Sheva at the end of RE5, with the notorious conveniently placed rocket launchers. Jill also uses one in a boss battle in Revelations, using its mounted miniguns to make swiss cheese out of the giant sea monster they were fighting. The B.S.A.A. use Gambit humvees as well.
The Sword of Paracelsus

Should we actually give her this? Probably not, but fuck it. It’s cool. In the original it’s a stationary blast cannon that Jill must power on for it to activate. With it shooting periodically in count-downs of 10. With just a few blasts it completely obliterated Nemesis but, over use will force it into a cool down state. In the novelisation it’s a tad different though, Jill acquires a “laser cannon”. It’s described as “brilliant light and a beam of concentrated fury” which she also uses to just blast Nemmy apart in a single shot. However in the remake, this thing is probably Jill’s boulder moment. After powering it and just picking the damn thing up it blows this boy Nemesis up beyond what his healing factor can repair, the rail gun also blasted through like nine different metal walls. Making it much more impressive than in the previous timeline. It’s even called one of Umbrella’s top secret weapons, right next to their city destroying missiles!
While this stuff is definitely non-standard, Capcom just loves having Jill use these things pretty often. She also used a Plasma Rifle in the same vein in Death Island and apparently the B.S.A.A. just have these things lying around too? So we guess you could argue that Jill could at least acquire one through them if given the opportunity.

Taking on islands full of man-eating dinosaurs is gonna take quite the arsenal. We’ll start off with a small list of typical firearms that Regina can get throughout Dino Crisis 1 & 2 but Note: Some weapons listed are not usable by Regina in game, however, She does get her weapons from the same source as Dylan Morton. So theoretically, Regina should be capable of gaining them for herself if she needed to. Something important to keep in mind is that in Dino Crisis 2, you can unlock the EPS Platinum Card, which grants all of her weapons unlimited ammo.

Did you think Regina was just running around with regular ass guns? She’s got some high tech gear to make her up in case she runs into more than some raptors, these are usually reserved for bigger threats. Like giant theropods on rampaging herbivores.
- Custom Grenade Launcher: It uses grenade and heat bullets, being able to fire up to three times before reloading and a version with Infinite Ammo can be unlocked. There’s a special fast-fire technique, if the player holds up on the d-pad, Reggy will reload quicker.
- Grenade Gun: A long ranged explosive weapon that can use either grenade rounds or fire rounds. It can be upgraded to fire 3 rounds at once before reloading.
- Aquagrenade: Pimarily used underwater, but it can destroy stone pillars and fucks up marines reptiles like giant plesiosaurs.
- Chainmine: It fires a series of small mines on the ground that shortly detonate, it’s powerful enough to destroy large rocks.
- Firewall: When activated, it creates a wall of flame in front of Regina to shield herself from incoming dinosaurs.
- Needle Gun: Another underwater weapon, which is a bit better up close. It fires spikes like a machine gun.
- Missile Pod: One of the most powerful weapons in DC2, it fires 3 homing missiles at once. Making it perfect against high speed enemies.
- Flame Thrower: Regina temporarily gets one in the Manhua, but in DC2, there’s the flame launcher too.
- Signal Bullet: A special gun with infinite ammo used to mark targets for nearby turrets to target.
- Solid Cannon: Destroys cells by way of vibration. Effective for a few seconds even after initial fire.
Ancient Weapons

As a secret bonus when unlocking the Ancient costume for Regina, all of the weapons in the game are now dinosaur bones and fossils…. that shoot bullets. Like now instead of a military grade grenade launcher, Reggy can have a giant fish that spits out explosives.
Stun Knife

The “Large Stun Gun” is Regina’s main secondary weapon in Dino Crisis 2. It’s used to stun dinosaurs in place to give Regina a chance to either make a getaway or shoot ‘em down. It can also be used to power on electronics and when combined with the power battery, it becomes a bit more powerful.

Aboard the hover craft they use in the climax of the first game, Regina gets her hands on some C-4. After tossing it into the mouth of a T-Rex, she popped the cap on its trigger device and blew its friggin’ head up.
Darts

Aside from bullets, Reggy can feed darts into her guns. She’s got some sleep darts, which can knock out large dinosaurs instantly and poison darts, which kill most enemies instantly, T-Rexes or other giant theropods aside. The An. Aid also increases the potency of items with anesthetic properties.
Recovery Items

Regina’s got a bit to work with if she takes a hit. Hemostats help her stop excessive bleeding and she’s got a variety of med packs, of small, medium and large sizes. Each replenishing a larger amount of health than the last as the names imply. She’s also got resuscitation kits, which will revive her upon death. While this is definitely gameplay mechanics, "resuscitation" also means being revived from unconsciousness. So you can argue they work more like smelling salts outside of gameplay.
Reggy also has stuff to make her gear more potent. Things like the Intensifier can be combined with healing items and anesthetic darts to heighten their potency. The Recovery Aid increases the potency of recovery items and the Multiplier, when combined with aids, healing items or darts increases their number in the player’s inventory.
Misc. Gadgets

Being a government agent, Reggy has quite a few nifty trinkets. She’s used a receiver/transmitter, spy masks, grappling hooks, parachutes, a pulse receiver to track down nearby targets and has a protective gas mask. She’s got tech to analyze finger prints and in Dino Crisis 2, Regina can get a hold of the Shockwave Diving Suit, a heavy but protective suit of armor built to allow the wearer to traverse underwater. It’s equipped with jet thrusters and a powerful gauntlet that can fire out shockwaves to stun foes, such as massive mosasaurs.
3rd Energy Technology

However, the most notable thing Reggy has gotten is definitely gonna be 3rd Energy Tech. In a bid to produce a new, non-wasteful energy source, Dr. Edward Kirk created 3rd Energy. If properly used it can work as a perfectly clean alternative energy source, however, if something is to go haywire, it will overload and basically replicate a nuclear bomb’s blast by destroying the air in the surrounding area and vaporizing anything caught in it. However, it can also be used to travel through time. Essentially it tears through the space time continuum and can swap Regina’s exact placement in time but in more extreme moments, if a bad enough overload happens, it can swap entire chunks of landscape.
At the end of Dino Crisis 2, Regina is given a data disk filled with all the necessary information about 3rd Energy and how to use it to travel through time. And she seemingly figured this shit out in Dino Stalker, as we do see that her goal of saving Dylan and his daughter by traveling to before they were killed was successful. Though we don’t know how, or what kind of device Regina used to do this. It could be a sort of big portal machine like we see in DC2, or maybe it’s a wrist device like in Manhua. We don’t really know! But she does have access to this stuff in some way.
Armors and Protections

Fighting vicious dinosaurs requires a bit of protection. She’s got an inner suit to help stop any bleeding and she usually wears light weight body armor, which halves any damage inflicted on her. Her alternate costumes are worth noting too. Her Cavegirl outfit is said in the guidebook that it's a leopard print one piece with tribal tattoos that can ward off evil spirits? It also says her Battle Suit is equipped with protective padding in certain areas.
Military Vehicles

Reggy doesn't just roll around on a bicycle. As briefly used by Dylan in the main game, the Escort Tank is specifically an American Bradly and is equipped with a powerful missile launcher and flash-bang projectiles. You can also unlock it in Dino Collusium, an unlockable gamemode in Dino Crisis 2.
In Dino Crisis 1, the S.O.R.T. team also uses a wicked fast missile mounted hover craft capable of outpacing explosions, with the added bonus of having some other weaponry on board, like C-4 and rocket launchers. In certain endings they also get their hands on a helicopter with a miniature nuke attached to the under carriage that can be released (this fucking thing makes a Dragon Ball sound effect when it goes off). She’s got a few things to help out with traversing around dangerous jungles too like a Humvee w/ a mounted explosive rifle.
The Anti-Satellite Laser

Should we actually give this to her? Probably not, but fuck it. It’s cool. In the climax of Dino Crisis 2, Dylan and Regina work together to activate an orbital space laser to nuke the Giganatosaurus, not only vaporising the thing but also leaving behind a massive crater in its place, getting around 3.1 Kilotons in destructive potency.

A pretty consistent thing with the RE cast is that they're just built differently. Jill can power through grave injuries that would put down any normal woman. Zombies can rip into her and she can walk it off and she's even been impaled through the shoulder by Nemesis, and was only kept down due to the resulting infection… which she then pushed through for a few days, something that would just kill anyone else. In Revelations, Jill also seemingly has greatly enhanced lung capacity as she can hold her breath underwater for extended periods of time and even do complex tasks at the same time like fighting off underwater monsters.
P30 Enhancements

In Resident Evil 5 it's revealed that Jill had undergone extensive experimentation by the hands of Wesker. Brainwashing her and turning her into a super soldier. Jill was fitted with the “scarab”, a spider-like device implanted onto her chest that feeds P30 into her body. P30 grants Jill enhanced superhuman strength, durability, speed and agility. Allowing her to body characters like Chris Redfield at his peak and dodge bullets just like Wesker himself. The scarab is mechanical and if removed will try to reattack itself to a host, although it is fairly easy to destroy. In Marvel vs Capcom 3, Jill can use this thing to power herself up even further for a short duration, making her faster and her attacks more devastating.
Though, obviously this isn't exactly standard anymore, as Chris was able to save Jill. However, this did have one lasting effect on her. Her physical aging had been heavily slowed, as revealed in the movie: Resident Evil Death Island.
Hero Mode Perks

In Operation Raccoon City’s Heroes Mode, every character is given unique perks and utility items for during the game that makes them stand out from the rest and Jill is one of the 4 playable heroes. Giving her the following perks:
- Blaster Master: This reduces the damage taken from explosive weapons, while also making it less likely for her to be knocked down when hit by one
- Stealth Run: Not only does this increase her movement speed. Whenever Jill is in a full sprint, she cannot be tracked by enemy radars as well as her own footsteps being quietened.
Various Resistances

- Heat/Fire: Gets hit with fire and in a few other games, she and Chris can withstand being hit by laser-like projectiles.
- Corrosion: In RE3, Jill can withstand acidic attacks from Nemesis and has taken acid attacks point blank later in the series.
- Infection: Gets infected by whatever this is but he is able to resist it, impressive since the pain is so bad you can barely move. In the novel, Jill survives being infected for around two days.
- Electricity: She can withstand blasts of electricity from Scarminglione.
- Mind Manipulation: In Resident Evil 5, Wesker was impressed that Jill was still resisting P30 at such a late stage.
- Sensory Manipulation: Jill can seemingly shrug off the effects of flashbang grenades rather quickly. Which can take several minutes to shake off in real life.
- Venom: Jill and Chris could take bites from a giant snake and Jill can acquire the antidote for powerful snake venom.
Regina

Regina is very resilient and is as tough as they come. Which you’d probably need to be to survive the tooth and claw of a dinosaur outbreak. She can shrug off being sliced by giant claws and being torn into by giant raptors. Regina also just went through all this bullshit twice, for several days on end and didn’t slow down even a tad.
Heightened Ability

Her agility is considered one of her greatest strengths. She can perform acrobatic rolls and dodges, coming in pretty handy when she needs to outmanuver prehistoric reptiles like large velociraptors or incoming flying pterosaurs.

So Jill should just scale decently far into the series and is comparable to certain characters at their peaks.

Of course the Resident Evil cast take on some serious threats and always make it out alive, usually being able to physically damage and withstand hits from most monsters in the series and being able to manhandle a lot of the weaker ones. Nemesis specifically is Jill’s most notorious adversary and she’s knocked his ass down no matter how he adapts, although, some of the later forms of Nemesis require heavier fire power for Jill to keep down.

So Regina should be comparable to most other humans in the series.

Of course Regina and the cast have taken down countless dinosaurs over the series. Usually they are able to physically harm and take attacks from some of the weaker dinosaurs, but the giant theropods like the t-rex and the giga need the heavy artillery to keep down.

Jill Valentine

Jill is without a doubt a fierce fighter, but her stubbornness while admirable also means she’ll try shrugging off severe injuries to get back into the fight. She’s just a human at the end of the day and a bullet will put her down like any other mortal person. In typical missions, Jill’s resources are limited and she must be resourceful and strategic regarding when and where is the appropriate time to use something valuable, as it may very well be the only time she gets one. Jill is typically very reliant on her arsenal when engaging BOWs, as in most situations she can’t just muscle her way through it and she isn’t really on the same level of bullshit strength like her partner Chris Redfield.
Jill’s experiences have also left her heavily mentally scared. Seeing close friends die in gruesome ways, and becoming a puppet for the ultimate mastermind of it all has taken a toll on her, requiring extensive rehabilitation. Notoriously as well, Jill is also very susceptible to powerful mind control, as P30 had turned her into a subservient minion of Wesker for around 3 whole years, only managing to somewhat fight it back when reunited with Chris.
Regina

Regina doesn’t really have any notable character flaws or physical weaknesses. She’s a bit stubborn maybe? But other than that, there are a couple minor things you can bring up. Regina usually is working with limited resources. She’s only got so many bullets or health packs on hand, and needs to be careful about using them, or making sure their usage counts.
Regina does have some armor, but she is a spy after all. So she isn’t really carrying any heavy duty stuff around and her melee weaponry is pretty lacking. The stun gun is handy, but other than that, she’s relegated to just leaning on her hand to hand skills to get out of a jam, something not exactly preferable when you’re being hunted down by man-eating dinosaurs. It’s not like Reggy is exactly wrestling these things to the ground either.
Before the Verdict
Is Grave Digger legit?
In the original Resident Evil 3 and its retelling in Umbrella Chronicles, Jill encounters Grave Digger. A giant worm creature that wrecks havoc in its environment, supposedly including causing earthquakes. But are these actually earthquakes? Let's break it down to begin.
The arguments put forward mainly are 2 statements, which to be fair, do just call what it does earthquakes. So where are these statements from? Well one is from the Resident Evil 3 Archives, not bad evidence. But the other is just from the title of the OST of RE3, which is not too great on its own, but could act as support. However there's some key things that make these statements moot, quite honestly.
Firstly, we don't have any direct evidence that these “earthquakes” are affecting an area farther than what's on scene, for instance the graveyard where Jill encounters Grave Digger within RE3. Which is still impressive but it's also kind of difficult to support this as an insane feat of strength when immediately after Grave Digger struggles to break down a mere brick wall. There’s also a point to be made that, unless Grave Digger had literally just shown up at the exact moment Jill encountered it, why hadn't Jill felt these earthquakes prior to their encounter? If they aren’t localized, Jill would’ve felt them long before as Grave Digger made its way through Raccoon City. It’s also just hard to prove that Grave Digger has dealt any wider damage to the city cause well… it’s in the middle of a zombie apocalypse and is already pretty banged up.
Another thing that cripples this argument is the Resident Evil 3 novelisation. While this is technically within a separate canon, it's still a direct adaptation of the events of the game. And in this novel, when they encounter Grave Digger, it is just directly stated that when the ground is shaking it is not a true earthquake. Giving further evidence against those statements being valid. So in the end, while there are a couple statements you could cherry pick in its favor… There are also more direct statements against it, as well as just visual proof to the contrary and general lack of evidence otherwise. Making it hard to justify that Grave Digger is causing actual earthquakes.
Sword of Paracelsus Scaling
The Resident Evil remakes provide a good chunk of new arguments for the series. One of the newer ones revolves around the rail gun in the climax of RE3. Where Jill uses it to ultimately take down the final form of Nemesis. However, we think there's too many problems going for this to be valid for scaling.
Firstly, it's rather clear that Nemesis is not tanking the blasts from the Sword, as it just blows entire chunks off of Nemesis with a single shot and one that isn't even at maximum power at that. As Jill needed to recharge this thing mid-fight. And when it was fully charged, Jill basically just immediately kills Nemesis with it. It's also important to note that even in the original canon, this thing just cripples Nemesis and leaves him vulnerable for Jill to finish off.
To add on here, this argument is essentially the same as arguing a human being shot in the chest by a gun scales to the output just because they're technically still alive. Some also bring up Jill “taking” the recoil of firing the sword, but this is sort of ridiculous to argue as well. As once again this would be like arguing because a human can fire a shotgun, they'd scale to the blast. Which doesn't make sense as guns are just designed to lessen the toll of the kickback on the user.
Another issue with the Sword is the power level that people argue for it. According to official sources the rail gun is one of umbrella's top secret inventions, alongside their high class missiles such as the one that wipes out Raccoon City. But nothing is really insinuating that the rail gun is outputting the same level of power as an actual city destroying warhead. They're both just referred to as equally top secret weapons, with no real statements suggesting equality in power output specifically. The argument against this can also be proven by visuals and not only do seemingly weaker rail guns just rip through Tyrants that are more advanced than Nemesis later in the series…. Scaling can be debunked just by the narrative of RE3 alone as well.
If this thing was actually that powerful, it would be doing much more than just cracking the concrete underneath it when it fires. And arguing Nemesis scales to it would also just not make sense with how Umbrella, the people who designed Nemesis, approached the Raccoon City incident…. Which is by nuking the entire area to ensure their involvement is not discovered. Which includes Nemesis. So narratively it does not make sense for Nemesis to scale, let alone a “normal person” like Jill. Who was also obviously threatened by the idea of Raccoon City being bombed as well. She hopped on a helicopter and got the fuck out of there dude. So even if you do by the rail gun being that powerful, it just makes no sense to scale Jill or Nemesis to it, as the thing it could be argued to be comparable to would have just killed them at the end of the game. And this is if you even look past the rail gun just ripping through Nemesis in even his most powerful state.
Dino Crisis 3 Scaling
This one is a bit more simple than the other two, there’s really no reason to scale Regina to anything from Dino Crisis 3. The game takes place around 500 years into the future from the events of Dino Crisis 2, with the main characters being equipped with high tech weaponry and battle suits. The “Dinosaurs” in the game aren’t actually dinosaurs either, but are rather genetically engineered human-dinosaur hybrids, with some even having cybernetic elements such as being able to just fire bolts of electricity for attacks or regenerate damage on the spot.
So basically you can’t really make a solid case for Regina to directly scale to characters hundreds of years more advanced to her and you can’t really get a chain here since the dinosaurs are also just way more over-the-top than the ones that Regina encountered. This game is also just mind meltingly mid, so thankfully we don’t have to lean on it for anything… other than maybe some supportive evidence, but even that would probably be fairly questionable. So sorry to disappoint but, no Regina can’t scale to any relativistic shenanigans.

Stats
While they may seem like normal humans on the surface, Jill and Regina do have a plethora of superhuman showings, which will be important to deciding a winner but as it turns out… they’re actually pretty similar in most regards!
In terms of actual lifting strength, Jill can shove around stone pillars weighing around 4 Tons while Regina can push around large crates weighing up to 2.2 Tons. This does seem like a slight edge for Jill, but Regina can move around those crates for notable farther distances so it’s probably a toss up for who’d actually win an arm wrestling match. In terms of physical AP scaling, Jill is a tad higher. While their respective wall level feats and scaling are likely similar, scaling back to feats performed in the Resident Evil 2 remake, Jill is kicking around at a solid 1 Ton of TNT, double what Regina has with scaling to a plesiosaur bashing through a rock wall at 0.5 Tons of TNT. So Jill is definitely punching harder and is a tad tougher than Regina. Though, it’s important to keep in mind that it’s probably unlikely for this to end up being a slug fest. They both are packing firearms capable of damaging enemies far tougher than themselves.
With speed, it’s also pretty close. Although, Dino Crisis is pretty heavily lacking in direct bullet timing feats. Though this shouldn't really be surprising given the series’ main gimmick is fighting against dinosaurs. But this doesn’t mean they’re lacking in speed feats. On the lower end, Regina and Dylan can dodge futuristic weapons at Mach 0.6, and certain dinosaurs in later games can dodge rockets at Mach 1.5, pretty impressive! And certainly a smidge faster than Claire dodging rifle fire in Code Veronica, being about Mach 1.1 but Jill has directly higher stuff than that. In the original Resident Evil 3, Jill can dodge rockets from Nemesis at close range. Getting around Mach 7. But even then, Reggy isn’t too far behind. In the climax of the original Dino Crisis, the tyrannosaurus could briefly outpace and ducked into the water before it was overtaken by an incoming explosion, getting around Mach 6. The Hovercraft that Rick was piloting was also able to outpace this explosion in a narrow and enclosed area.
Ultimately though, Jill Valentine is taking a very slight lead here. While Regina isn’t totally outclassed here, Jill just has got the slightly higher results in the end.

Firepower
Alluded to in the prior category, of course Jill and Regina have plenty of weapons to lean on when muscle isn’t gonna cut it. Right out the gate, Jill’s arsenal is very clearly a bit bigger. Which makes sense as she just has more media to work with compared to Regina. Reggy really only has two games worth of weapons to work with here, though both do have similarly powerful firearms regardless and there’s a bit more to this debate than just how many guns they both got.
Firstly, quantity is sort of a moot advantage when the EPS Card and Infinite Bullets Case basically render running out of ammo a non-factor. So neither really need to worry about one weapon running low and needing to switch to another. Neither are exactly lacking in explosive or fire-based weaponry either. Both have homing missiles, taser-like weapons, armor piercing rounds and just in general are equipped with weapons tailor made to wreck enemies above their usual paygrade. However, both do have key things that the other does not. Regina probably has more outright destructive choices for transportation. Like the escort tank and the warhead fitted helicopter but Jill certainly has better options for range like sniper rifles and definitely has a larger choice of handheld explosives.
Regina's sleep and poison darts could be handy in just incapacitating Jill, and the Solid Canon is definitely something that Jill wouldn't be able to just tank. She's tough but cellular destruction is a bit above her capabilities. On the other hand the same can be said for Jill, she also has weapons that Regina definitely can't just tank. Jill’s acid and liquid nitrogen rounds could make short work of Reggy. The shock grenades specifically would also be pretty useful, as they could only Regina in place long enough for Jill to get a good hit in. In an up close fight both have specialized knives that would sort of just cancel each other out. The Hotdogger can light enemies on fire and do tremendous damage but Regina's stun gun can lay out dinosaurs several times her size with little effort, so it's kind of hard to really say who'd be at a significant edge in even this regard. As neither really show good enough resistances to this sort of stuff to warrant actually being unbothered by them.
3rd Energy is also a bit of a question here. Obviously the idea of one of them just being able to time travel at all would seem like a massive advantage, but it's really just too vague for it to really be a factor here. We don't know exactly how Regina was able to do this or the specific kind of device she uses. It's likely just a stationary gate to be completely honest, as that was at least suggested to her and is how Dino Crisis 2 starts to begin with. So no, Regina probably isn't going to just time travel mid-fight, as she probably can't even carry the technology necessary to do it. If you wanna get into the really non-standard stuff, Jill’s rail guns, while technically more mobile, aren't really reaching the same level of power or aoe as the anti-satellite laser, but both are obviously easily capable of just disintegrating Jill and Regina. It's funny to talk about them having an anime beam struggle moment though.
Ultimately we are deciding this category is sort of a draw. Neither really have a significant edge over the other here and there ones they do have are sort of minor when you include everything.

Survivability
Given the kinds of games these characters come from, of course they've got some special gear to fall on if they're in trouble.
Starting off, Regina does have a few more choices of healing items than Jill and can carry a far higher supply of them on her person. In Resident Evil the inventory management is based around slots, meanwhile Dino Crisis doesn't really operate like that. So Regina theoretically could carry up to 20 health packs at once, while Jill’s herbs need to share space with her weapons, tools ect. While this isn't to say we're not affording them everything, the way Dino Crisis differs with health item management benefits Reggy more here, cause she can just hoard more than Jill. Resuscitation medicine is also something that Jill doesn't have a direct answer to either. Jill does have a pretty slick counter to Regina's tracking tech though. Operation Raccoon City gives her a perk that allows her to temporarily hide from enemy radars at least. So that could come useful in a stealth scenario.
It is worth pointing out that Jill could potentially cure herself of any poisoning delay by Regina’s darts via herbs, but not only do these darts affect far larger creatures than Jill, they act almost immediately. Not really giving her the chance to act accordingly and Regina has ways of boosting their effectiveness as well. If the fight were somehow to go into the water, Regina would definitely have an advantage over Jill with the shockwave diving suit. As not only is it protective but the shockwaves it can fire out could disorient Jill and leave her open for attack. This also brings us to our next point… armor.
While it isn’t exactly unreasonable to say Jill has access to armor by technicality, Jill has never worn armor in any game… surprisingly. Not even through alternate costumes. She was a cop and concept art does show her wearing some, she never actually does. Even during her time in the BSAA, Jill never really cared to wear any apparently. Maybe because she thinks it'd just slow her down, but here that choice matters. Regina does wear protective armor in Dino Crisis 2 and has a few different kinds, including one that can just halt bleeding so she doesn't need to use any special item to remedy it. Both do have some other similar things here though. They both can boost the effectiveness of their healing items and are certainly on a similar level of physical endurance and stamina. But Regina just has more to work with here overall.
In the end, this is sort of a clear advantage for Regina, thanks to her higher quantity and quality of support items and just having armor as well.

Skill
Overall, this is a close fight up to the very end. But one thing is separating the two rather considerably. Experience and skill.
To start off, both are heavily trained fighters and are skilled with a large variety of weaponry. Jill is likely a tad more skilled with guns overall though. While the novels do say they weren't her strong suit at the beginning, Jill's been in the game way longer than Regina at this point and has used a considerably much larger variety of firearms. Including some that Regina has just never used, like sniper rifles. She's also been able to pull off shots on smaller targets than Regina even as early as RE3. Keep in mind gang, as of Death Island, Jill has been active for around 17 years in total and with S.T.A.R.S. experience beforehand. The novels even insinuate that Jill has been dipping her toes into espionage as a child with her father training her to be a thief. Meanwhile Regina as of Dino Crisis 2 is about 24 years old. So against a peak Reggy, Jill has been doing this shit for almost as long as Regina has been alive. And it’s not like Jill was just chilling out in the gaps between games either.
To be fair to Reggy, she's probably just outright smarter than Jill, at least academically speaking. Both are experienced with chemistry but Regina's hobby is weapon modification, something Jill only sometimes dabbles in and she figures out friggin’ time travel and in an actual fist fight, neither is really piecing the other up as both are heavily skilled martial artists. But Jill is the only one of the two who has consistently demonstrated this skill against other highly skilled opponents. Jill matching Leon and being able to go head to head with Ada Wong and Hunk in Operation Raccoon City are much higher demonstrations of skill than anything Regina has really shown. Something that’s apparent in the Dino Crisis series is Regina’s lack of experience dealing with other human adversaries. At least ones on her level. Again, Regina can kick the shit out of some dinosaurs and did have a brief scuffle with a few people here and there, but these guys definitely weren’t a challenge for her and she just bodied them immediately.
Now, both do have very extensive backgrounds in the military and probably aren't really gonna pull out any strategies the other is unfamiliar with but you must also consider the scope of the enemies they fight with this training. Regina fights some pretty big and threatening dinosaurs and takes on some time travels briefly but Jill has made a career out of fighting bio-organic super weapons and has gone toe to toe with some of the most skilled people in her world. She even helped found an entire agency specialized just for taking down these kinds of world-ending threats, like Albert Wesker. Some of those dinosaurs were pretty persistent and oddly intelligent, but that's not really in the same ball park as taking on scientific master minds hell bent on destroying humanity.
Another point to be made is the obvious. Jill just has way more media to work with compared to Regina. Reggy really only has 2 games to work with for the most part, while Jill is arguably the face of Resident Evil and has been in several games, comic books, novels, movies etc. Giving her a wider pool of media to pull from and thus, much great experience to boot. It's not Regina's fault, but Jill has just been able to do much more over the last three decades that Resident Evil has been pumping out media and in the end, this skill and experience is giving Jill just what she needs to win. While stats and their arsenals are fairly close, the sheer skill difference between the two would allow Jill to adapt to Regina's strategies much more easily than vise versa and with this Jill should be able to capitalize on her slight strength and speed advantages to overwhelm Regina.
Overall, you can definitely bring up some key points in favor of Regina here but overall this is a clear cut edge for the master of unlocking. While this is definitely a closer fight than we expected, Jill Valentine is calling this mission a success.

While Regina definitely isn't helpless here by any stretch, Jill has just what she needs to leave her seeing stars. The winner is Jill Valentine

This match up has been tossed around for years but obviously due to Dino Crisis not having a new game since like 2003, there isn't a ton of talk about this, though I personally think it's the best for both. It feels like every few years Dino Crisis has a sudden resurgence in popularity and hopefully one day Capcom does…. Literally anything with the property. A DC remake on the RE Engine would go crazy.
And thanks to everyone who took the time to read this. It was a bit of a passion project and it was nice to give Jill some due respect, as she's sort of just pushed to the side in discussions compared to other RE characters like Leon, Chris or Wesker. Regina also has a special place for me, as I grew up with those games and it was nice to give her a modern look.
